Chapter 5

A statement of boards, council, committees and other bodies constituted as its part.

5.1  The Police department administers and monitors the functioning of the following boards, councils, committees and other bodies:-

1.   Police Establishment Board.

Police Establishment Board is the prime decision making board   in the matters of transfers, promotions, recruitments, conversions, out of turn promotions, constituted in the PHQ in compliance to the directions passed by the Hon'ble Supreme Court of India in case titled Prakash Singh & Ors Versus Union of India and Others.

2.   Final recruitment Board/ Central recruitment Board and Range level recruitment board.

 All matters related to process of recruitment are being dealt with by these boards. The filtration process through outdoor tests, written tests etc are conducted by the Range level Boards headed by the Range DIG's which process is closely supervised by the Central Recruitment Board through its Chairman of the rank of IGP. The select list alongwith select record is submitted to Final Selection Board (PHQ) for approval and issuance of the select list.

3.   State Level Purchase Committee.

In terms of the powers conferred under the J&K Financial Code, a State level Purchase Committee with IGP (Hqrs) as its convener stands constituted. Procurement of provisioning/ stores etc pertaining to the Department is regulated by the said committee.
